Fix disabled catalogue item error message #3312

If you try to copy an application that has a disabled catalogue item you error message:

Copy as a new application: Failed
Missing translation (:disabled-catalogue-item)

Error condition checks that the item is not disabled, archived or expired and gives the same error in all cases.

Error shouldn't be missing translation, it should say that you can't send new applications to disabled catalogue items.
