Consolidate approved Pennsylvania LOINCs and create filter for PA approved LOINCs

Problem statement

Pennsylvania recently sent us a list of LOINCs they approved to send to them. However, that did not include ALL of the LOINCs we sent over for testing and approval. This is blocking us from moving Pennsylvania to production.

Suggested next steps:

• Identify if SR sends any of the LOINCs that were not approved
• Create a routing filter for PA that includes only the allowed LOINCs
• Move PA to production and close ticket Pennsylvania - UP Migration - Validate Test Data #15025
• Create follow-on ticket for PA migration to test any LOINCs that SR may be sending that were not approved

Acceptance criteria

• Any SR LOINCs that were not approved are added to a follow-on "message testing" ticket and reviewed with Chris and Victor
• PA is moved to production and receiving only the LOINCs that are on their approved list
• Ticket Pennsylvania - UP Migration - Validate Test Data #15025 is closed
