SPIKE: Research library options for form validation

Description:

The buildout of customize query surfaced the need for some form validation -- prompting example was us adding the --Select an Option-- default for the query use case.

While this suffices in the short term, we should probably delegate this to a library given we'll probably run into more complicated situations in the future. This ticket captures the research work to look into this

Acceptance Criteria:

A writeup on the decision of which validation library / error states designs we want to use app wide is signed off on by the team
