Preview pkgdown in PR

@gvegayon you had mentioned this as something you were working on at the collabathon. Is that action in a state that we could plug in here? If yes, is there a link to the workflow somewhere?

WIP https://github.com/gvegayon/actions/tree/main/post-artifact. Still no v1 whatsoever, but you can use it in main. Here is an example of it running: gvegayon/actions#7

As part of this issue, it would be good to fix the broken bullet point rendering in the pkgdown website. It looks fine in the readme rendering, so it's a good test-case of what this can prevent in the future.

@gvegayon can you update here when CDCgov/cfa-actions#1 is approved? I want to learn how to do this myself but I want to wait for there to be a stable location for the action.
