What happened?

The option to add a Chrome Extensions doesn't appear on the Chrome Web Store if the website isn't presented in English.

intl.locale.requested = en-US:

intl.locale.requested = de,en-US:

Reproducible?

I have checked that this issue cannot be reproduced on Mozilla Firefox.
