Add Project Landing Page so USEP doesn't open to collections page

This is a multipart task - the only real develeper task is to make the new page.
we may also need a designer to help make it match the rest of the site. This could be related to the implementation of Zak's "new" interface.

@emylonas -- this is easy to do -- and I can use the same base-template as the rest of the site. The question, though -- what should the landing page have on it? If you get me a napkin sketch I can add the page with a url like /projects/usep/test_landing_page so you and others can see the development.
