Synchronizing jobs seems to leave files - Create project-config.

When using the synchronize module to copy over zuul jobs and nodepool elements it seems to leave behind any old files which will still be read in elements. I'm sure there is an rsync flag here that we could use to clean up unknown files but i think we'd be better off pulling the configuration out into an infra style project-config.

Is this still something that needs to be implemented? If so, please add the help wanted tag and move it to the bottom of the "TODO" column in the Poop Deck!
