dust dissolution

dust dissolution (p4zsed.F90 in PISCES r4.0-HEAD.r13720) has two parts: instantaneous dissolution upon deposition at the surface, and (slower) dissolution throughout the column. But why does the latter not apply to the (center of) the top layer? (the responsible loop starts at jk=2) That introduces a grid scale dependence of the model solution (it depends on the thickness of the top layer)
