Issue #406 (part of the International Incident chain) has only one option, and its followup, #407, has zero options. In at least one place the code assumes there are at least two options.

Issue-answering code should account for these exceptions (currently, these are the only two issues that will ever have <2 options) and answer & dismiss them (respectively) without querying the AI.
