Restrict different levels of VAN data to FTB users

Not all VAN data can be made available to first-time users (or, as we'll term them from now on, unverified users). We need to determine if VAN supports data segmentation. If so, how do we determine what these restriction levels are. If not, how do we determine what kind of data to expose and to whom?
