API endpoint returning list of states that should be redirected to phonebanking #120

We should return a list of nearby field offices so the app can perform the correct (and legal) action:

alostpacket:

if the user is in the list of 10-ish states in the app -> DONT remind them to phone bank (not sure why, assume some legal reason)
if the user is within 50 miles of a field office -> DO send them to nearest office
