[feat. request]: Gov Portal tenderly simulation API integration

Summary (Required)

In light of the building of the governance portal it is important to provide insight for all user profiles of what exactly the schedule transaction is doing, which events will trigger and which storages may update. It is a perfect opportunity to leverage the simulation API from tenderly for this purpose.

In general it is expected to improve readability and understanding on what is going on in the transaction for the executors, supreme_court, vetoers more importantly and as a whole for all stakeholders.
