Problem:
Only the "Commander in X Battlesuit" has access to Retaliation Cadre Enhancements

Expected:
All Tau Battlesuits should have options for Retaliation Cadre Enhancements.

Only Characters can take Enhancements, and all Characters can take Enhancements in the data.
