From initial previews on line this appears to be a single legion upgrade for each legion.

I can see this being implemented in two ways.

  1. Add a modifier (checkbox) to each flyer that enables Legion add-ons and have all 18 listed or have seperate Loyalist/Traitor checkboxes.

  2. Create a new catalogue called something like Warhammer 30,000: Aeronautica Imperialis (to match the current 40k entry) or anything to indicate it is the Heresy verison, then either have all options visable or a global entry that forces you to select Allegiance and/or Legion.

I haven't looked at the reviews much to see if there are Allegiance or legion restrictions, so far it looks like how optional upgrades are handled and you can mix and match legions but a closer look is needed to see what restrictions are in the book.

Over all it looks like an extra 18 optional upgrades with a bit of legion flavour sprinkled on top.

I would probably treat it similarly to the Companion book Ace abilities, which I think is Option 1. That might be hard depending on how the restrictions work though.

I can see some replace the standard Astartes upgrades, like Ravenwing Veteran replaces the standard Veteran and Iron Father replaces techmarine.

I guess I'm wondering do we gate the legion selection and then use show/hide conditions so these only appear when you have a particular legion selected and applies to the whole force. Page 79 does say "A Legiones Astartes force can be dedicated to a single legion" so no picking and choosing legions on a aircraft by aircraft basis.

That's a good idea. Makes sense to me to only show that legion's upgrades when you select a legion.

My book was finally shipped so I hope to get back to this and finish it off.
