Minimal accountability module here covering the things we are going to use for testnet to get some form of accountability. That means dealing with staking/slashing and ensuring that it is possible to get a hold of whatever is staked.

Overall, the completion of the "accountability module" means that it is possible to become a block proposer/attester permissionlessly.
