Add Intent ID to failed transactions

Description

The WooCommerce Core development team has requested the inclusion of Intent ID information for failed transactions. Currently, the intent ID is attached to orders only when transactions are successful (see reference code). This information is missing for failed transactions.

We should consider adding the intent ID to failed transactions around this code block.

Acceptance Criteria

The Intent ID is attached to failed orders, similar to successful transactions.
