Post converted incorrectly

Describe the conversion bug
The post converts successfully, but incorrectly. The converted source result is missing WP Paragraph block opening tags.

Source of the error
Rivard Report Staging site rivardreport-newspack.mystagingwebsite.com, post ID = 3990493

Expected behavior
The converted result should have the <!-- wp:paragraph --> opening tags.
