Metadata page errors and usability improvements #79

Seems I am getting tired of creating issues. Here are a few grouped together.

Errors

I created a list with type “Local checklist list” and it is changed in the metadata page to “Regional checklist”.
The test list "EPBC Act Threatened Species" has the wrong region value "region.Australia"

Inconsistency example

I created a list with no “Tags”. As with “Authority” and WKT I would expect it to read “Not specified”, for consistency. It appears instead to be a tag “UNDEFINED”.

Task

Add link for licence.
Make list category displayed the same as the list category selected.
Make tags display consistent with other fields when no information is provided.
Fix region field for migrated lists.
