Metadata page errors and usability improvements

Seems I am getting tired of creating issues. Here are a few grouped together.

Errors

• I created a list with type “Local checklist list” and it is changed in the metadata page to “Regional checklist”.
• The test list "EPBC Act Threatened Species" has the wrong region value "region.Australia"

Inconsistency example

• I created a list with no “Tags”. As with “Authority” and WKT I would expect it to read “Not specified”, for consistency. It appears instead to be a tag “UNDEFINED”.

Task

• Add link for licence.
• Make list category displayed the same as the list category selected.
• Make tags display consistent with other fields when no information is provided.
• Fix region field for migrated lists.
