This release contains three enhancements:
- The ability to configure a banner to display on the project page for all projects in a program #2607
- The ability to mark a report as "read only" which will prevent it being edited. For v2.5, this feature is only available for projects using the "esp" or original MERIT project template. The same feature is planned to be implemented to include projects using the "rlp" template in v2.6 #2606
- The removal of the "minimum 7 days" rule that will merge reports shorter than 7 days into the next/previous report. This has been replaced with a per program/report configuration item. #2599

The 2.4 release contains several minor enhancements and bug fixes:
- #2535 - Moved the MERIT build to github actions
- #2555 - Encode URLs returned as an error message, even when not displayed as HTML
- #2578 - Change the program edit page to only allow grant opportunity external ids instead of grant awards
- #2574 - Implemented a flag for bulk site loads that only checks whether the sites in the shapefile can be matched to an existing MERIT project.
- #2579 - Changed the colour of the over-delivery progress bar and badge to orange
- #2566 - Added comments and categories columns to the report status history in the My Projects page
- #2572 - Added state / code to the management unit download to support downstream reporting (this change is actually in ecodata 3.8)
- #2573 - Fixed a bug preventing users with the admin role on a management unit from viewing the admin tab
- #2583 - Fixed a bug that was displaying the "Not required" button to project admins for reports
- #2577 - Fixed an error message returned when reports were re-generated for a project without changing anything.

- The main feature for the 2.3 release is support for new Tech One codes. #2542
- Minor change to the text of the instructions for first time report generation and a fix to when one of the instructions is displayed #2552

- Fixed a bug that could cause blank project names in the project explorer when paginating #2541
- Fixed certain query strings that could cause incorrect rendering of the project explorer #2554
- Fixed a couple of URLs that return 500 instead of 404 #2556

The MERIT 2.2 release includes various new features and bug fixes.
#2325 - Support for importing projects from the Business Grants Hub and including them in a new report (also #2499, #2327, #2328,
#2380 - Workflow changes to help obtain correct project start dates prior to project reporting commencing (also #2548)
#2401 - Fixes/ additions to make the read only user role work better for the requirements of users needing that role (#2519 , #2425, #2511, #2426, #2505, #2386, #2427, #2516, #1019, #2543, #2544)
#2412 - Notify users on the dashboard when significant over-delivery of project targets has occurred
#2502 - Support for a new report status (Cancelled/Not required)
#2522 - Support additional management unit fields in the edit and download to assist downstream reporting
#2530 - Add a multi-select reason category when returning reports (configurable by report/program)
#2525 - Support for pre-pop from the previous report of the same type in a management unit
Miscellaneous bug fixes include:
#2508 - Fixed a bug that could assign an incorrect organisation id during project load when an ABN was not supplied

The main changes included in this release is framework upgrades, specifically upgrading to grails 4, bootstrap 4.6, and many javascript library versions. These changes are included in #2209, with most of the closed issues for this release being related to the upgrade.

The MERIT 2.1 release introduces user access management features to MERIT and ecodata.
