Pause biosecurity alerts over the holiday shutdown break

Request from @turley85 to pause Biosecurtiy Alert emails over the break as we won't have anyone from ALA support or biosecurity teams to assist external users if needed.

• Also noting that the Data Team have paused data ingestion and indexing now until 6 Jan 2025. (See Slack msg)

Kylie and Bai have discussed, Bai has tested, and it is best to pause the alerts to maintain the last checked date.

Agree to resume Biosecurity Alerts on Thursday 9 Jan once there are records coming in and more ALA team members online.
