User assertion alerts: emails should clearly differentiate resolved vs. newly created flags

When I receive the daily email update about new flag activity from the last 24 hours, there is zero way to tell from the email which records represent newly flagged items, vs those that were actually flagged a while ago, but have just been resolved. It would be useful to differentiate these within the email.
Have to go into the record to work out what's happened.

I think this issue is about the alert controlled by the toggle "Assertions, Notify me when annotations are made on any record." on the https://alerts.ala.org.au/notification/myAlerts page.
