Already generalised data should generate a different message and have a flag stating that it's already been generalised.

This will require changes to the way fields are altered by subclasses of https://github.com/AtlasOfLivingAustralia/ala-sensitive-data-service/blob/master/ala-sensitive-data-core/src/main/java/au/org/ala/sds/generalise/Generalisation.java
