Currently there's some issues with the data quality in RRR.

Renamed since RRR is Resource Rights Registry

• 1 Empty name on resource should not be possible. Updated so it at least require 1 character
  For emtpy service owner name we will update list method to get the offical name if not set

• 2 We will allow override of name. So we just have to live with it

• 3 We just need to keep training the service owners to set good name. Not possible to create validation that make sure the name makes sense
