Enable sendCondition on part of order or recipient level

Description

The current sendCondition endpoint is used to check whether an order should be completed at a specific point in time, applying the same condition to all recipients. It would be advantageous to allow conditions to be set at the recipient level, enabling checks to determine if a specific individual or recipient has completed an action or not, and send the notification for one or more recipients.
