Delhi, India returns Nepal TimeZone #9

When queried with the position of Delhi, APTimeZones returns "Asia/Kathmandu" (UTC + 5:45), the correct timezone should be "Asia/Kolkata" (UTC + 5:30).

Same issue happens with Alice Springs Australia. It returns "Australia/Eucla" when it should be australian center time.
