Supercede previous temp-bans #3

Hi. On my server I automatically issue temp-bans for swearing infractions, then review the logs daily in order to issue permanent bans to those who deserve it.

However, if someone has been temp-banned, and I issue a ban command, I get the message "That player is already banned". I have to either pardon them first, or use mysql to update their record.

Could you add an enhancement so that -
(1) A ban will supercede a temp-ban.
(2) A longer ban will extend a current ban, e.g. a 24-hour ban will extend a 15 minute ban (this behaviour seems inconsistent, sometimes it does, sometimes it doesn't).

Thanks.
