Add OpenStack backend driver support #6

We need to implement an OpenStack backend driver for our Test System due to the following reasons:

There are some packages that should be tested on OpenStack: cloud-init, for example.
We have got sponsorship from https://arm-openstack.osuosl.org/
The OpenStack platform is quite popular for self-hosted and public clouds.
