Is this project still maintained?

At the rate that it gets updates, it currently seems like Mercury is abandoned.

Also the issue section seems unmaintained @Alex313031

Can we still use this browser, or move on?

We haven't abandoned any projects, but some projects may be in a slow update state during certain periods.

I'm now working on version 129.0.2 for Windows.

Abandoned doesnt mean unmaintained.
If a project does not get security updates in time, its probably getting security issues
