Reproduction steps

  1. Enable Always Run ctrl R
  2. Disable Always Run ctrl R
  3. Log off
  4. Log on

@LanceMcKenath or anyone else experiencing this issue:

As a workaround until a fix is released, you can clear these messages by going to (on Windows) %appdata%\AlchemyNext\sl_username and deleting the file in there called open_notifications_util.agni.lindenlab.com.
