There is now a Simulcast-enabled, WHIP-enabled build of OBS available: Sean-Der/obs-studio#2
This is excellent for achieving the benefits of ABR but with much lower latency and no cost of server-side transcoding!
WHIP was recently merged into OBS master branch, I suspect Simulcast will follow without too much delay.
