The loadgen runner has 2 different implementations for starting a chain node and solo either as a standalone local-chain or against an existing testnet. Over time the implementations have converged by relying less on the agoric CLI and more on explicit setup steps.

In order to reduce maintenance and the risk of divergence, we should consider merging the 2 task runners, and instead parametrize the provisioning.
