Discuss possible solutions to decouple 3.x and 4.x DITA documentation

3.x and 4.x DITA docs are tightly coupled, causing confusion and conflicts between projects. We need a solution to improve the status quo.

• Solution 1: Use different files for 3.x and 4.x DITA docs. I can supply an automatic syncing mechanism, but we need writers from both sides to confirm the content (Whoever is affected).
• Solution 2: Changes to shared content in 3.x or 4.x branches need double confirmation (approval from writers on both sides) before merging to master. Otherwise, the merging request fails.

刚发现这个文件被改名了而且里面的内容被改了，是你干的不…… 原来是enum_contentinspecttype.dita 被改成了class_contentinspecttype.dita

这是个枚举类，所以就是要用 enum 的类型而不是 class，而且里面也不加原型啥的。 虽然大重构还不发鉴黄，但是因为你改了文件名，导致大重构的map发布报错了[捂脸]

Use Solution 1: Use different folders for 3.x and 4.x DITA docs.

Such as:

dita/RTC_3.x
dita/RTC_4.x

Once the changes are made, test doc builds of all projects to make sure that the changes are correct.
