Extending Electrons to include Electron Dependencies

There is a question if it would make sense to create a new type of electron which is to be run before/after certain electrons. This would allow us to run arbitrary code prior (or post) the execution of an electron however would be creating a new mechanism of associating electrons in the transport graph in addition to the args/kwargs relationships between electrons.

Name idea: Valence Electrons or Entangled Electrons 😁

A discussion is to be had if this makes sense, and determining priority.
