Redevelop the university registrar page.

• University tenant controls the registration level
• If no registration required, do nothing
• If registration required, handle student registration (manual / automatic)
• If registration required, handle emailing university administrators
• University tenant keeps track of enrolled students & maintains records of student for administrative purposes.
• If registration is closed, add flow to prevent registration to move forward.
• University tenant GUI for controlling registration.
• University tenant controls accept/reject students in registration.
