Add an episode: Plotting with Vega-Altair #300

We will not remove the existing Matplotlib one but leave it as alternative.
Main motivation to present Vega-Altair:
- interfaces better with Pandas
- the API is more predictable (we can spend more time on applying it than explaining the history of the API)

I will try to add more focus to the customizing plots part.
