show what isnt exportable

user reported map data wasnt available in his area. I know the box on the google map shows the area that is available for export. maybe we should put text on the map that says only what is inside the initial box is exportable or grey out everything outside of that box.

I think we can set the map limits to the extents for the city data so a user wouldn't be able to select something outside of a data set. Although, I'm not sure all data sets cover the same area.
