Create spatial filter for useful regions/layers (bushfire layer, etc.)

Need to first check if Pipelines is indexing the appropriate layers, then add a filter for a few useful layers, similar to the Country and States filters.

Some useful layer types:

• bushfire regions
• IBRA regions
• IMCRA regions
• Indigenous protected areas
• LGA
• electoral boundaries
