Custom species list entries for ARGA indexing

Create a custom list of data resource UUIDs for indexing ARGA data. Currently we're using the ALA set of lists but we should be able to reduce the nuymber of list and add new lists specifically for ARGA.

E.g. https://lists.ala.org.au/speciesListItem/list/dr16960 is a bushfire list not on ALA set.

Other ideas are the OzMammals list and other threatened species list.
Pest lists.
