Support APSN BSP legacy build.

AOT v1.2.0 suppors building BSP 9.0.0 (based on bf_reference_bsp_9.0.0 and compatible with SDE_9.1 and 9.2)
Here onwards BSP will be provided with minor versions from barefoot and APSN.
Users are recommended to use AOT v1.2.0 (with APSN BSP_9.0.0, SDE 9.1 or 9.2) until next official release.

Support separate third party pkg installation.
