[BUG] 关闭语音对讲时，为什么会关闭当前点播？ #1602

环境信息:

1. 部署方式
编译部署
1. 部署环境
centos

描述错误
关闭语音对讲时，为什么也会关闭当前的收流地址。
等同于关闭语音对讲时，也会进行一次点播关闭，然后再重新拉起。既然boradcast和play是单独的，各传各的视频/音频。为什么关闭broadcast却影响了直播流？
