Reproduce

main -> test-deploy만 merge가 허용되어야 하는데 아무 브랜치에서 deploy 에 merge가 가능해서 이슈가 발생함.
husky, link가 제대로 적용되지 않아 컨벤션이 무너지는 부분이 있음.

Wanted

github 정책에 제약조건을 추가하고 브랜치 전략을 재정비 해야함
husky, link 점검하고 기존에 warnnig으로 느슨하게 적용되었던 조건들을 좀더 엄격하게 수정해야함
