Add assertion that station IDs are ordered by distance and make sense

Some lappers (@FKD13) assume that the station IDs are in the same order as they are on the parcours; the other (properly implemented) lappers use the distance field. We should check that this is correctly filled in (so no duplicates in distance, and distances monotonically increase).
