Outdated README and link with the config files offline

Currently, the README asks to download the config files relative to the fork.4 and even that seems to be offline at this moment. There's an open PR (#645) updating the readme and adding the links to the fork.5 configuration, but that link is also offline at this point. I wonder if there's a way to get pre-compiled configs or what is the way to generate them, it doesn't seem to have any documentation on this repo explaining how to do that.

I also tried the v3.0.2-RC1 and v3.0.1 releases: the links are also not working (e.g., ./tools/download_archive.sh)
